I've spent hours pouring through a monster file (22k entries) released by the Dept of State regarding USAID funds (slush funds) for 2009-2015. I've found some interesting information, but I'm sure there's tons more to be discovered. I'm posting here in case anons chasing Red Cross and AIDS crumbs find something useful in this.

 

Red Cross: Total government funds paid to International Committee of the Red Cross, International Federation of Red Cross and Red Crescent Societies, and American Red Cross were:

>>$2,176,704,729 (with a B!!)

The big $$ winners were the Sub-Saharan African Region for 2010-2012 (+ $40 million a year). That does NOT include individual assistance to the countries within the region.

 

AIDS received >>$517,458,819.

Buried within AIDS humanitarian funds was PEPFAR (President's Emergency Plan for AIDS Relief) which the Clinton Foundation appears linked to when I did a cursory peek (but needs more follow-up). These are just lumped under "Global Health Programs" so I can't see what organizations specifically received $$. One interesting anomaly is that some of the biggest recipients of funds (by country) does not match up with the prevalence of AIDS within the country. Example: #1 is Swaziland with 27.73% of its population infected with AIDS but it received only $4,031,071. #12 is Tanzania with 5.34% that received $43,466,149. I cross-checked the countries with the state.gov on human trafficking and they are all listed as Tier 2 (attempt to curb trafficking), Tier 2 Watch List (efforts to curb trafficking have deteriorated), or Tier 3 which is basically no effort to stop trafficking.

 

Many State Dept funds also went to groups such as the Church World Service and Catholic Relief Services. I tried finding nexus points between these, AIDS $ and Red Cross and here's what I found:

Congo (Kinshasa) received AIDS, RR and Catholic Relief Services together 2009-2011.

Pakistan had both church groups heavily funded as well as RR (Church World Service $4,399,890, Catholic Relief Services $2,992,122 and Red Cross $78,761,762) 2009-2015.

 

As an aside, Soros Open Society groups were funded by the State Dept in many countries (Burma, Paraguay, Bosnia, Georgia, Bolivia, Ukraine, Eurasia and Egypt.

 

There's a group I haven't started investigating yet called Save the Children Federation. They received $53,433,233 from 2009-2015.

 

Another group, Relief International appears really fishy- entries fall under humanitarian/material relief/human rights, non-proliferation, democracy fund, and security system management. They received a total of >>$27,750,085. I have not checked into them yet as I'm still trying to cross reference everything in the spreadsheet.

 

There are many more, but those are the big ones that stood out when researching RR and AIDS. I hope this info helps. Once I get the spreadsheet to a manageable size and finish cross-referencing, I can try providing it for everyone.
