Reynolds' company helps businesses and governments raise money. If a company wants equity financing, Loop might be the intermediary that sells shares to the public. A big part of Loop's operation is serving governments that want to borrow from the public to build or repair bridges, schools, streets, and water, sewage and public transportation systems. Business with the city of Chicago counts for less than 3 percent of its revenue, Reynolds said

In todayβs actions, the SEC alleged that between 2010 and 2014 the 36 firms violated federal securities laws by selling municipal bonds using offering documents that contained materially false statements or omissions about the bond issuersβ compliance with continuing disclosure obligations. The underwriting firms also allegedly failed to conduct adequate due diligence to identify the misstatements and omissions before offering and selling the bonds to their customers
