Possibly it acts as some kind of sponge to mop up eye liquid.

 

They use these stupid eyebags a lot. I imagine that the interface between a mask and the eye is the hardest to manage, and after some time, you could end up with a stray eye water ruining the make up.

 

At least that's the first thing that popped into my head and it sounds kind of reasonable to me
