Congress, in it's current process of creating a new house body from which to enact legislation, is in a 'loophole' suspension of an elected body.

 

Donald(s) - I'm kekking. The Donald found a loophole in their playbook and is giving it to them good. Literally Congress can't allocate one penny to anybody now. There's literally nobody (House) to sign the checks. When you step back to 40,000 feet this is brilliant. Congress is paralyzed by their own rules. Trump can play way dirtier than they ever thought of playing. The Donald hires lawyers by the dozen and they smell of hair tonic and age. I'm enjoying this movie. 23Pain

The 'budget' is allocated for the year but each quarter there are releases of the allocated funds to the agencies. With no Congress to approve the allocations the government has to find another way for the Treasury and GSA to release the allocations. Congress has many many day to day, week to week processes that will become quickly apparent. Think 'government shutdown'.

To be more succinct about it, the House has many many financial levers that can grind any agency they want to a halt. The House is all up in everybody's business with carrot / stick programs and allocations based on political policy/behavior considerations. Effectively at this time there are only two functioning branches of government. That's the power the Freedom Caucus is wielding right now.
