I spoke to someone from twitter to look into a few of my banned accounts and most were initially suspended for suspicious activity because of VPN's, tor and however else I was accessing.

Yes they've been running these on the Ukraine border since the conflict began. Its the go-to for surveillance. Very rare to see one run in this specific spot.
