He could:
1) Lead impeachment hearings
2) Lead election (and other) investigations
3) Control the national purse strings
4) Impeach Biden/Harris, thereby becoming POTUS (again) by Constitutional default.
Sure but, even without her shenanigans, he would have the Constitutional authority to do everything I mentioned in my OP. He would have so much more power and authority than does little Katie Hobbs that there's not even a sufficient analogy to describe it.
