Gaetz flipping the vote at this point makes sense. He already dropped the bombshell the people will cry out for it. All the 20 need to do is be shits for a few days till it reaches a fever pitch. This is smart also because it gives Trump the excuse that others were nominated and he has to take it the people demand it. That is the logical story point.
