Renteria WAS running for CA Gov. Only 2 candidates can make the ballot under CA rules, and primaries last week decided it was Cox vs Newsom, so Renteria is out.

Her campaign is over, so it's not clear what 'risk is HIGH' would mean in the context of the election if she's no longer in the running. Even if Newsom dropped out, I don't think she could get on the ballot as she'd have other people to fight for the spot.
