No, I mean like the rules of the House.

 

The Rules of the House are what controls the Members of the House. While the Rules of the House comport with the Constitution, the Rules of the House are procedural, like the Rules of Court.

 

Business can only be conducted after the formal opening session of the Congress which is picking a leader and swearing in. It's really so simple of a act, but like any Opening or Closing Ceremony, it's either exactly right or it's irregular/wrong/unacceptable/illegitimate.

 

No one can lead with legitimacy if they break the rules to win.

Anyone speaking on behalf of any government agency ought to be required to have their Constitutional duties to protect our rights, immunities, and privileges memorized and be tested frequently on it.

 

Disregard of the validity of the Constitution has done sever harm. But corruption in the House Rules committee is where narco-wars begin, and whistleblowers go to die.

 

This "window" is everything.
