But the threshold can change as people leave the floor or vote present. But none of those people leaving can be pro McCarthy if McCarthy wants to win. Present votes and members leaving only advantages McCarthy is those people are against him, such as a Democrat or the so called "rebels."

The founding fathers envisioned a system of legislation that would be bogged down in debate and disagreement, so new laws and unnecessary spending would not burden the people of this country. They assumed consensus would only come on the most important and dire issues.
