Naw the way this works is there is a dude called a parliamentarian who is always near by to give instructions on the rules and what to say. Parliamentarian rules and procedures are very complicated. Everything has to be done by the book. None of these elected knuckleheads know the parliamentary procedures so they have someone near by to feed them lines and make sure they don't break the rules. To wrangle that many people you have to have rules for who gets to speak and when and what they are allowed to say to keep decorum.
