>Why calculate refraction errors for a flat earth

>at all if flat earth does not exist?

From the paper, it appears to be for efficiency. Calculations are much simpler if the complications of earth angle are ignored, and simply accounted for with appropriate margin of error (refraction errors) as indicated in the chart.

Shortcut.
