People are extremely complex, but the social systems we interact with are really very simple by comparison. So rather than trying to divine the deeper complexity of the mind, you just need a rough enough approximation to figure out which predefined path your target will follow.
Think of a driver approaching an intersection, and trying to predict if they will go straight through, or which direction they will turn. You don't have to know the entire rout they have planned to do that. If you just know their intended destination, or the average traffic flow in the area, you can predict where they will go with fair accuracy.
