Well if there is another system like em or childhood vaccinations or some agent released into certain areas I would think that there would be a pattern in who was targeted.
Also why make a giant red herring like the vaccine unless you want to keep your weapon system secret. Ie em targeting people.
From a psychological standpoint though the vaccine was a compliance test designed to encourage people to go along with nonsensical and unethical orders.
From a spiritual perspective the masks, the orders, the rote folling of directions, the mass death, and sitting helpless while death is unleashed is a cult ritual again to remove probity from the culture.
Just think we gladly watch people die and are now accustomed to the horror of it.
So whether or not there is secret separate hidden weapons system is really not that important to the overall societal upheaval that the whole operation unleashed.

As much as the vast majority of people would be awful rulers and mass murdering despots if they had real power I think there is a benevolent group probably the masons and affiliates that run things. They know that to stay in power and to keep the halls of power clear from the truly wicked they have to be willing to do some horrible things to keep that power.
