I think it was a foreign state actor demonstrating advanced capabilities just short of war as a serious warning to not cross certain lines. Just my take on it from arm's length.
You'd go for that specific flight. Shutting down the US airspace system is state-level activity. Whether it was a domestic event, exercise, or a foreign action, it was WAY bigger than an investigation. Think about it. It's happened twice in our lifetimes and the other one was 9/11 and we were shooting airliners out of the sky.
