It's not a date, it's a point in the process. Per the DoD Law of War Manual (sauced below), under chapter eleven, section three, it addresses "End of the Occupation". That's 11.3 in the manual.
This makes sense that the end of the war is when the public becomes aware en mass. This is the silent war. Confirmation of the "Q" operation comes after it has served its purpose, when the war is over, and the records can be declassified.
At least, that's what makes sense to me.
