USAF maintains a HF (High Frequency a/k/a Shortwave) communications system. There is a frequency of 11.175MHz that is used for voice transmission of coded messages globally.
STRATCOM - Strategic Forces Communications - think Nukes.
"Skyking Skyking, do not answer" are EAMs - Emergency Action Messages - for nukes or nuke drills.
Other coded messages are sent periodically to "All Stations."
We cannot know the content of the messages because they are encrypted, but we can infer that an increase in frequency of messages and the length of messages means that something is up somewhere.
Because it's radio, it bounces off the ionosphere and covers the planet. Presumably every Air Force Base has the ability to communicate on this frequency as do many aircraft.
It is older tech and does not rely upon the Internet, satellites or any other infrastructure. I'm a HamFag and can hear the traffic quite clearly.
Just reporting an increase in activity which indicates we should be paying attention.

Vive la Résistance in French is a common expression of "Long live the resistance - hopeful."
Viva la Résistance in French means that the resistance is already alive and may it continue.
I've never heard the second form used.
La plume de ma tante est sûr la table.
