You can forgive your kid for stealing $5 from your wallet, but that doesn't mean that the kid won't be punished.
Only God can truly forgive our sins as if they never happened. Thru the Blood of Jesus Christ.
But God tells us to forgive our enemies, because it is good for our psyche to not hold a grudge. Forgive them and move on. God knows the hearts & minds of all people. We have to let go of our own sins, and we have to let go of the animosity that we have towards people who have wronged us.

I'm not talking about actual crimes. Of course, they must be punished.
But when someone wrongs us personally, it might not actually be a "crime", but in God's eyes, it could be a sin.
When we forgive other people who have wronged us, it is in our own best interest, psychologically to forgive them. So that it doesn't fester in our hearts and make us bitter people, looking for vengeance.
Say someone steals your girlfriend by tricking her and telling lies about you. Not really a crime, but definitely a sin.
