Not necessarily. Many are just soliciting services that are legal there (especially if the ones providing the services are locals that regularly work). It's a heavily regulated/controlled business in the countries in Europe that allow it, and coincidentally those places have extremely low rates of sexual assaults (I wonder why?).

I think anons might find it more interesting how sex workers in other EU countries take advantage of these types of gatherings – to get "temporary permits" to work in other EU countries when events like these are happening. That's where you'll likely find the most shady activities/trafficking.
