Secret negotiations began in 1972 When Kissinger faksed a stomach ache and flew to China to start the process. In 1973 they put the EPA in law, so that American land could be used as collateral on the new debt. By 1975, they were engaging in what were effectively secret arms-for-oil deals with all the oil producing regions of the mid-East.
This shit was planned long ago, and it was never a secret. But we have plans of our own, and we already know who wins.
