The Plan was written in that spy book.
I forgot who it was and what the book was, but it was not the original version.
The original version had the virus manufactured in the Soviet Union, then the rights got bought out by another publisher.
So, who ever was in charge of updating/editing the book after that put the lab as the Wuhan Lab.
