Excellently put. The walled garden/limited subset makes it suffer from lack of information to help correct inaccuracies. Correcting that would lead to something that might be excessively "forward thinking" in its impact, from one conversation to the next, and cause strife for the normal human pace of growth and development by being given an elevated status by ardent adherents; well-intentioned or otherwise (it's those "otherwise" types you gotta look out for while keeping the well-intentioned ones sedated with distractions; lol).

I think so, and I think the way Roddenberry chose to approach that with characters like Data, Lore, and others as a cautionary exploration in understanding our potential to "out do" ourselves while passing down the worst of humanity. It could become a frightening thing, really quickly. Soong's decision to keep the "emotion" chip away from Data is what made his character "the good one".
