Don't have the numbers in front of me but with deductions factored in and the amount of people who are on gubmint cheese I believe it is over 50% of the population effectively pays 0 federal income tax. The tax burden is on the middle class with the upper class paying the larger dollar amount but smaller %.

I remember this stat from my early research into replacing an earned tax with a use tax because it would force everyone who works under the table, black market, illegal aliens, etc. to contribute to the tax pool (theft regardless)
The argument was that half the country avoids paying income tax (good) and this would work to correct that.
Was this case ever substantiated?
