The stuff visible inside the circle is the same as that outside the circle.
Also if you use the actual full photo, not the one that 8chan shows on the page, there is more detail and this looks like some kind of fabric or clothing. Maybe someone is using a camera hidden under some piece of clothing like a shawl.
You really need to either download the full photo from the original drop on 8ch.net or right-click (ctrl-click) on the original drop and open the image in a new tab. It then becomes clear that this is NOT A FACE.
