I'll posit that declining birth rates are a function of the Central Bank System which has left younger (child bearing) generations with less purchasing power over time.
Just because women can work and even say that they want to, doesn't mean it is good for society. Currently a dual income is required to afford a middle class home (I'm working on the assumption the US & Japan are close enough for comparative sake).
What's the average home price these days? $400K?
What's the average income? $60K?
2 average people can barely afford an "average" home. In the US, this is a function of Bill Clinton's repeal of the Glass Steagall Act and mortgage speculation. I'll guess Japan has a similar phenomena, coupled with impossible standards / expectations of success for kids.

But there is that other 97% or so….and honestly, I don't think they care so much about the Lux digggs, but its normal to not want to take a giant step back in standard of living.
My parent grew up in tenament housing in Brooklyn…got married rented a nice apartment for a while then were able to buy a home in suburbia like all their friends.
The same path today would look like a caricature of short petty crime videos….
