The plan has involved a huge amount of intergalactic spiritual warfare. No point in arresting people if the earth isn't even here. It had to wait for the new age (aquarius) and involved needing someone to learn to do very specific things without being told how.
Power stuggles that are hundreds of millions of years old are now being resolved and Earth has been the primary battlefield. Its pretty much over (excluding Pleiades for now) so things pertaining to corruption and pollution on Earth are next to be addressed.
