Present perfect (have auxilliary verb + past participle) can only be used with a specific past time adverbial if it also uses the word since.
For example, "Q has been posting since 2017."

I should also add that the particular verb tense with the present perfect + since is actually called the present perfect continuous or present perfect progressive.
