This is my interpretation of the DS's Tholian Web of control over the Earths population.
The power to know who, when and where all Armies, any Rebellions and every whisper of dissent is on the entire Earth. What resources they carry along with AI predictive behaviors. The power to record and rewind all events anywhere.
I know you guys are way smarter than me at this. Please point out any flaws in my thought and add ideas from your knowledge.

Maybe the shots weren't even meant to kill. Just some bodies can't handle the process. Wouldn't they want to do a selective genocide of those who fight the beast system.

Didn't Milly Weavers Shadowgate discuss the IC creating a nexus of internet data (upstream) and compartmentalized redistribution based on swaying individual group behavior.
Like only showing negative conservative opinions (racist material..ect) to the left and vise versa, using advanced algos to hide the matrix were hidden behind.
As long as they keep us divided we will never know the extent of the deception. So the left legitimately believes we're all a bunch of racist and the right legitimately believes the left is a bunch of stupid SJWs.
