When you check in, they check your ID, and write down you name. Then, they hand you a ballot which has a unique identifier on it.
You go to the ballot box, and fill out your vote.
While you are doing that, they are writing down the number of your ballot.
What needs to be done, instead, is to make it a serious crime to engage in voter fraud / election fraud, where in the former case, if convicted, you spend a minimum time of 5 years in prison, and in the later, if convicted you spend life in prison.
