The constitutional requirement that those who hold legislative, executive, or judicial office on the state or federal level affirm or swear an oath to support the Constitution is far from merely ceremonial and superficial; it is weighty, an oath carrying with it at least as much gravity as sworn testimony in a civil or criminal proceeding before an Article III Court. In an age when your word was your bond and honor was expected, those who so swore or affirmed meant it, and all others thereafter were expected to likewise mean it. As added protection, the Constitution imposes on the United States government not only the duty to uphold the Constitution on the federal level but also to guarantee the Constitution’s Republican Form in every state.

When socialists or communists purport to swear or affirm their support for the Constitution they are committing perjury. They consciously support a system of government antithetical to, and one which cannot co-exist with, the Republican Form created by the Constitution; they cannot support socialism or communism and likewise support the Constitution. The Insurrection Act of 1807 is a United States federal law[1] that empowers the President of the United States to deploy U.S. military and federalized National Guard troops within the United States in particular circumstances, such as to suppress civil disorder, insurrection, or rebellion.

The act provides a "statutory exception" to the Posse Comitatus Act of 1878, which limits the use of military personnel under federal command for law enforcement purposes within the United States.[2][3]

The 1807 Act replaced the earlier Calling Forth Act of 1792, which had allowed for federalization of state militias, with similar language that allowed either for federalization of state militias or use of the regular armed forces in the case of rebellion against a state government.[4]: 60  The Act did not provide a criminal penalty for insurrection, which was instead introduced by the Confiscation Act of 1862.

The 1807 Act has been modified twice. In 1861, a new section was added allowing the federal government to use the National Guard and armed forces against the will of the state government in the case of "rebellion against the authority of the government of the United States," in anticipation of continued unrest after the Civil War.[5] In 1871, the Third Enforcement Act revised this section (§ 253) to protect Black Americans from attacks by the Ku Klux Klan. Ukrainian intelligence chief threatens attacks on Russia

Russia will continue to experience “problems”until it withdraws from Ukraine and restores its territorial integrity, Kiev’s top intelligence official, Kirill Budanov, warned in an interview with the Washington Post on Tuesday.

The Ukrainian Intelligence Directorate (GUR) chief said thatKiev currently had people who were planting explosives on the territory of Russia, hinting at a potential string of terrorist attacks in the country in the near future.

Asked about his involvement in the attack on the Crimean Bridge in October and the two drone attacks on Russian air bases in December, Budanov refused to confirm his special forces were behind the strikes. He did, however, warn that there would be more attacks of that nature.

“This shattered their illusions of safety,”Budanov told the Post. “There are people who plant explosives. There are drones. Until the territorial integrity of Ukraine is restored, there will be problems inside Russia.”

He also issued a warning to the Kremlin, stating that there are Ukrainian collaborators in its midst –“people who are very easy to work with” and who Kiev actively supports.

Budanov went on to insist that Ukraine must “do everything toensure that Crimea returns home by summer” and dismissed suggestions that Moscow could use nuclear weapons if Kiev’s troops reach the peninsula, which officially joined Russia following a referendum in 2014.

“It’s a scare tactic,” he said. “Russia is a country that you can expect a lot from but not outright idiocy. Sorry, but it’s not going to happen. Carrying out a nuclear strike will result in not just a military defeat for Russia but the collapse of Russia.”

Moscow, meanwhile, has insisted that Crimea is part of Russia and warned that it would respond to any threats to its territory with“more powerful weapons.”

Earlier this month, Duma chairman Vyacheslav Volodin also cautioned that a “global tragedy”could be in store for humanity if the West continued to arm Ukraine with weapons that Kiev could use to strike civilian cities and attempt to seize Russian territories.

Lavrov reveals message from Blinken

US Secretary of State Antony Blinken has conveyed a fresh message to Moscow on the ongoing conflict with Ukraine, although the statement offered nothing of value, according to Foreign Minister Sergey Lavrov. Russia’s top diplomat made the remarks on Tuesday following talks with his Egyptian counterpart, Sameh Shoukry.

While Moscow has been always ready to hear a “serious proposal” from Washington “aimed at resolving the current situation,” the message from Blinken contained no such information, Lavrov stated.

“Minister [Shoukry] said that he conveyed a certain message from Secretary of State Blinken, who was recently on a visit to Cairo. I can confirm that,” Lavrov said.The Russian diplomat added that the message once again urged Moscow to “stop” and “leave” Ukraine, and “then everything will be fine.”

The real goals of the US and the collective West, however, have been articulated much more clearly by NATO Secretary General Jens Stoltenberg, Lavrov continued.

“In one of his speeches, he said thatRussia must lose, Russia must be defeated, and the West cannot allow Ukraine to lose, because then the West will lose. And the whole world will lose,” Lavrov explained, referring to the NATO chief’s comments. “That is, he took it upon himself to speak not only on behalf of three-dozen NATO members, but also on behalf of all other countries of the world, [including] Asia, Africa, and Latin America.”

Multiple senior US officials have repeatedly urged Moscow to end its military campaign in Ukraine, as well as to cede the former Ukrainian territories which were incorporated into Russia following referendums. US Under Secretary of State for Political Affairs Victoria Nuland signaled last week that doing so might prompt Washington to consider easing anti-Russian sanctions. The proposal, however, was dismissed in Moscow.

“We still don’t see anything [new] in Madame Nuland’s words.We are absolutely not inclined to exaggerate their importance,” Kremlin spokesman Dmitry Peskov told reporters at the time, adding that the remarks once again showed “the lack of flexibility in the position of the US.”

Russia sent troops into Ukraine on February 24, 2022, citing Kiev’s failure to implement the Minsk agreements, which were designed to give Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian President Pyotr Poroshenko has since admitted that Kiev’s main goal was to use the agreement to buy time and “create powerful armed forces.”The idea was confirmed by then-Chancellor of Germany Angela Merkel and then-President of France Francois Hollande.

EU state’s president urges NATO to cross more ‘Russian red lines’

Kiev should get Western fighter jets and longer-range missiles, Lithuania’s Gitanas Nauseda has declared

Lithuanian President Gitanas Nauseda has called on NATO to escalate its brinkmanship in Ukraine by supplying Western-made fighter jets and long-range missiles to Kiev. Moscow suggested that Nauseda had failed to consider the potential consequences.

“I have seen many red lines… that were not drawn by us, democratic states,” the Lithuanian leader said in an interview with LRT television on Tuesday. “The terrorist state of Russia is trying to draw them, using fear and threats.”

Nauseda praised previous instances whenNATO crossed “Russian red lines”, such as by greenlighting the supply of Western-made main battle tanks to Ukraine. The lines “exist only in our heads” and can be ignored, the Lithuanian president suggested.

In response, Kremlin spokesman Dmitry Peskov said the Baltic states together with Poland “are apparently prepared to do anything to provoke more confrontation and probably don’t give thought to the consequences.” Peskov added it was “sad”that countries which “serve as the locomotives of all European processes” do not act to counterbalance such influence.

Western nations have claimed to be showing restraint with military assistance to Ukraine to avoid being drawn into a direct confrontation with Russia. However, increasingly advanced weapons systems have been supplied to Kiev throughout the conflict.

Moscow believes that Ukraine’s donorshave long been party to a proxy war against Russia. Some Russian officials have warned that the crisis could spill beyond Ukraine and turn nuclear, should the trend continue.

Lithuania, which operates no fighter jets of its own and relies on other NATO nations for air policing, has been one of the most vocal proponents of arming Ukraine.

Fighter jets and long-range missiles are arguably the next primary targets for Kiev’s lobbying of its foreign backers after they agreed to supply tanks earlier this month. Defense Minister Aleksey Reznikov asked for those systems during a meeting of donors at the US Ramstein Airbase in Germany two weeks ago, but the request was not granted.

In the long run,Kiev is eying as many as 200 modern warplanes for its defense, Ukrainian media reported on Tuesday, citing remarks by national armed forces spokesman Yury Ignat to French media.

The Lockheed Martin F-16 is the “most likely candidate” to replace Soviet-made fighter jets as the backbone of the fleet, Ignat told the Ukrainskaya Pravda news outlet when asked about modernization plans.

Amount of frozen Russian investments revealed

A scheme introduced last year allows companies to issue local ‘replacement’ bonds with ruble settlement to substitute Eurobonds

Nearly $81 billion in funds belonging to Russian investorshave been blocked by Western financial institutions, according to estimates by the Bank of Russia revealed on Tuesday.

As of November 30, the volume of frozen assets held at Western financial institutions totaled 5.7 trillion rubles ($80.8 billion). More than 20% of these funds are owned by retail investors, the regulator pointed out.

Last year, in an effort to minimize risks and protect investors, the Russian central bank banned brokers from executing trades for unqualified investors to purchase securities from so-called ‘unfriendly’ countries. The regulator has also imposed retaliatory restrictions on assets under Russia’s jurisdiction owned by nonresidents.

Speaking at a conference on the global challenges facing Russian financial markets, the head of the central bank’s investment department, Olga Shishlyannikova, stated her view that the frozen asset “story” is “very complicated” and that it will continue to have a negative impact on investors.

However, some solutions have been implemented, she noted. For example, direct payments of income from Russian securities trading in foreign markets to Russian investors were allowed.

Also, under a scheme introduced last year, Russian companies are able to issue local 'replacement' bonds with settlement in rubles to replace outstanding Eurobonds, a type of bond denominated in foreign currency. Russian issuers have experienced major difficulties servicing these bonds in light of Western sanctions.

“If all Russian Eurobonds are replaced, then retail investors will be able to withdraw more than 50% of their assets and start making use of those funds,” Shishlyannikova explained.

The rest of the assets are foreign securities from foreign issuers that have no direct connection with the Russian economy, she added.

Last September, Russia’s National Settlement Depository applied to the finance ministries of Belgium and Luxembourg for general licenses in order to unlock the frozen assets. In December, a general license was issued to release certain frozen funds and economic resources belonging to non-sanctioned Russian investors. However, the Bank ofRussia assessedthe chances of Western countries returning Russian assets as “extremely low” despite the fact that they haven’t been legally confiscated.
