A LoRaWan mesh makes sense. In the US, the frequency is around 915 MHz, which will provide about 1200bps links, and it'll mesh. In Chyna, their regulators put their LoRaWan gear around 418 MHz, giving it greater range for a given power output, but also coming with slower communications.
You could fill the sky with a cloud of the things, and they would mesh together across the sky, providing independent low-speed communications to everyone beneath the balloons. You'd occasionally have to have your agents-in-place sent up new ones, but the price per unit would be under a grand. Most of that would be for the balloon and the helium to fill it. The LoRaWan devices are between US$70 and $130, depending on what you get. Batteries, a solar charger and a panel would be another hundred.
Agents in-place would just need a unit of their own and a smartphone with which to sync it.

Even if they somehow managed to put a tank on that thing to replenish the gas, it's going to descend. If they spent moar money and used German mylar, then maybe it has a week-or-two in the air. Keeping the balloon from quickly ascending and popping is a delicate balance of buoyancy. This means that any outgassing of helium/hydrogen will quickly result in the thing descending.
The smart thing to do is to monitor it and all its comms, wait for it to come down a bit owing to outgassing and nighttime temperatures, and then hook it with a helicopter and a boom.
Getting your hands on it intact could potentially provide a gold-mine of intelligence.
Shooting it down just gives the press a good ratings day. Better to let the world think it was "lost" like we did with the Soviet sub that we pulled up with the Hughes Glomar Explorer.
