Do not think for a second that it is too far away from Chinese soil. Once data is captured it can be sent to other networked systems, or use repeater nodes, or be downloaded to others below to expedite the transmissions. They could break it up into small chunks, stripe the data across a quorum, and many other ways to avoid detection, put it on thumb drives or laptops that can easily make it's way onto a plane public or private etc…
