Jesus spoke in parables and asked "if you do not understand this parable how will you understand any of the parables?" because scripture is in parables.
The waters in the flood stand for people, multitudes, nations, and languages. His voice is like rushing waters.

Jesus in scripture tells us ALL these things are done in parable, so some although ever seeing never perceive, and ever hearing never understand, perhaps you should listen to Him rather than those He warned about? He said "let those with ears to hear hear" for a reason.
