Perfect. As it has been working, kids whose alleged parents are still in the system have routinely been released to custody of "relatives," often who can't be shown to be actually related. Never to be seen, again. Trafficked. Moreover, a lot of these "kids" aren't even "kids" I worked with kids in the pipeline in the DC area for many years. Fifteen year old "boys" often had beards a thirty year old would be proud of. By detaining "families," a lot of true kids won't be trafficked and a lot of fake kids will be pretty darn sick of sitting in a facility. Either way, not turned loose.
