benzene is fairly harmless. used to be a common industrial solvent. guys would wash their hands and arms in it every day at the end of their shift. no mass cancer hotspot. to get concentrations in air as high as you mention, you would have to have to be boiling it from an open container, and death would be from liver toxicity. gasoline is more dangerous than benzene.
