benzene is fairly harmless. used to be a common industrial solvent. guys would wash their hands and arms in it every day at the end of their shift. no mass cancer hotspot. to get concentrations in air as high as you mention, you would have to have to be boiling it from an open container, and death would be from liver toxicity. gasoline is more dangerous than benzene. and if all compound containing a benzene ring are carcinogenic, then DNA is carcinogenic, along with lots of vitamins, compounds in foods, aspirin, ibuprofen, yada yada yada.

vinyl chloride does NOT produce phosgene, at least not the way you make it sound. burning the vinyl chloride will produce a small percentage of phosgene if there is insufficient oxygen for complete combustion. vinyl chloride is a gas at STP. until the 70s it was commonly used as the propellant in aerosol spray cans, and also as a refrigerant in air conditioners and refrigerators. if it was so terrible, why ain't everyone dead from using hairspray and spray paint?
