Plausible deniability. UFOs. Blown off course. Can't find it.

Obvious casualties of chem fire - people, animals, farms.

Not obvious casulaties. EPA sends railroad notice. Will EPA bankrupt the railroad? Takes a long time to sell off assets in bankruptcy (engines and rail cars).

Effect? not enough rail cars/engines to move …. wheat, corn, soy, rice, etc.

Next effect? not enough feed for cows, pigs, chickens…
