Seems like dig on Columbia, Palestine and balloons may have been missed.

Yes. That is the purpose of local government: To protect local people.

 

There is a concept, maybe posted here previously whereby big business gets a charter to operate granted by the locality. If the business does evil its charter can be revoked. This is my admittedly, limited, understanding.

Only spent a few minutes on the web site for the Palestine, TX balloon facility but there seems to me some interesting things.

 

A lot of the pages no longer seem to be updated for one.

 

Some of the descriptive comments seem related to the "Chinese" (?) balloon that was "shot down".

Here's a brief quote about payloads: "Payload separation creates a large tear in the balloon material, which releases any remaining helium. The balloon also falls to the ground, where it s retrieved and discarded. The balloon and payload land approximately 45 minutes after separation."
