Tesla’s US charging network will be available to other electric vehicle brands for the first time following White House negotiations with Elon Musk, the Biden administration announced Wednesday.

Tesla has agreed to make at least 7,500 chargers nationwide open to non-Tesla EVs by the end of 2024, according to a White House fact sheet laying out its latest efforts to add 500,000 EV chargers by 2030.

The White House has frequently had prickly relations with Musk but Biden administration staff said Tuesday the billionaire had been responsive when officials contacted major EV players to extend the charging network.

A lack of sufficient charging capacity has been seen as a major hurdle for the EV transition in the United States, with driver fear at the lack of available chargers called “range anxiety.”

Currently, Tesla owners can purchase an adapter to charge at non-Tesla EV stations but other brands are not able to do the same at Tesla’s network.

Tesla’s network of “Superchargers” is widely viewed as constituting a head start over those being built by other companies.

Bipartisan 2021 legislation backed by Biden included $7.5 billion in funding for EV chargers. Tesla’s shift to allow charging of other brands with an adapter allows Musk’s company to qualify for US subsidies, Biden administration officials said Tuesday.

The Biden administration’s policy update also listed charging commitments from other leading companies, including a joint venture between Hertz and BP and initiatives by General Motors, ChargePoint and others.

The administration also unveiled national standards for federally funded chargers to ensure consistency across markets. Under the policy chargers will need to meet minimum reliability levels and be locatable on smartphone apps.

Recent surveys have shown “frustration with chargers that are too slow, too crowded or that just don’t work,” the fact sheet said, adding that “we are fixing this” with the new standards.

Canada will stop funding research projects on sensitive topics if any of the researchers involved are connected with defence or security entities of hostile foreign states, the government announced Tuesday.

“Canada’s advanced research ecosystem is at the forefront of global discovery, but it can also be an attractive target for foreign state actors that pose a risk to our national security,” the ministers of science, health and public safety said in a joint statement.

To that end, “grant applications that involve conducting research in a sensitive research area will not be funded” if any of the participants are affiliated with a university or institute that has ties to foreign security bodies deemed hostile to Canada.

The government also asked universities to adopt similar guidelines.

The statement did not specify which areas are considered sensitive.

The move comes after the Globe and Mail newspaper revealed in January that dozens of Canadian universities had for years collaborated with scientists linked to the Chinese military.

In November, Canadian police arrested a former researcher for the Hydro-Quebec electricity company on charges of spying for China, a first in Canada.

Relations between China and Canada have deteriorated sharply in recent years, particularly after the arrest by Canada at Washington’s request of Huawei chief financial officer Meng Wanzhou in 2018.

In response, China held two Canadians in prison for nearly three years and released them after Meng reached a deal with US authorities that allowed her to return to China.

The UN Secretary-General warned Tuesday that global warming could force a mass exodus “on a biblical scale” as people flee low-lying communities and called for legal frameworks to be implemented in preparation, especially for refugees.

“The danger is especially acute for nearly 900 million people who live in coastal zones at low elevations — that’s one out of ten people on Earth,” Antonio Guterres told the UN Security Council.

“Low-lying communities and entire countries could disappear forever… We would witness a mass exodus of entire populations on a biblical scale,” he said.

It is not only small island states at risk as sea levels rise, he added.

Countries such as Bangladesh, China, India and the Netherlands are all in danger, Guterres said, while “mega-cities on every continent will face serious impacts” — from Cairo to Jakarta to Los Angeles to Copenhagen.

The UN’s Intergovernmental Panel on Climate Change (IPCC) says sea levels rose by 15-25 centimeters (6-10 inches) between 1900 and 2018.

If the world warms by just two degrees Celsius (3.6 degrees Fahrenheit) compared to the pre-industrial era, then those levels will rise again by 43 centimeters by the year 2100.

But if it warms by three or four degrees Celsius, sea levels could rise by as much as 84 centimeters, the IPCC says.

The problem must be addressed “across legal and human rights frameworks,” Guterres warned.

Rising sea levels means shrinking land mass, he said, which could drive possible disputes over land and maritime space.

“The current legal regime must look to the future and address any gaps in existing frameworks,” including in international refugee law, he said.

It must also provide for the future of states that face losing their land territory completely.

Guterres said the Security Council has a “critical” role to play in addressing “the devastating security challenges arising from rising seas.”

The issue has been controversial in the past: In 2021, Russia vetoed a resolution linking climate change and global security, which was supported by the majority of the Council members.

Equatorial Guinea confirms first-ever Marburg virus disease outbreak

Equatorial Guinea today confirmed its first-ever outbreak of Marburg virus disease. Preliminary tests carried out following the deaths of at least nine people in the country’s eastern Kie Ntem Province turned out positive on one of the samples for the viral haemorrhagic fever.

Equatorial Guinean health authorities sent samples to the Institut Pasteur reference laboratory in Senegal with support from World Health Organization (WHO) to determine the cause of the disease after an alert by a district health official on 7 February. Of the eight samples tested at Institut Pasteur, one turned out positive for the virus. So far nine deaths and 16 suspected cases with symptoms including fever, fatigue and blood-stained vomit and diarrhoea have been reported.

Further investigations are ongoing. Advance teams have been deployed in the affected districts to trace contacts, isolate and provide medical care to people showing symptoms of the disease. Efforts are also underway to rapidly mount emergency response, with WHO deploying health emergency experts in epidemiology, case management, infection prevention, laboratory and risk communication to support the national response efforts and secure community collaboration in the outbreak control.

WHO is also facilitating the shipment of laboratory glove tents for sample testing as well as one viral haemorrhagic fever kit that includes personal protective equipment that can be used by 500 health workers.

“Marburg is highly infectious. Thanks to the rapid and decisive action by the Equatorial Guinean authorities in confirming the disease, emergency response can get to full steam quickly so that we save lives and halt the virus as soon as possible,” said Dr Matshidiso Moeti, WHO Regional Director for Africa.

Marburg virus disease is a highly virulent disease that causes haemorrhagic fever, with a fatality ratio of up to 88%. It is in the same family as the virus that causes Ebola virus disease. Illness caused by Marburg virus begins abruptly, with high fever, severe headache and severe malaise. Many patients develop severe haemorrhagic symptoms within seven days. The virus is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials.

There are no vaccines or antiviral treatments approved to treat the virus. However, supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improves survival. A range of potential treatments, including blood products, immune therapies and drug therapies, as well as candidate vaccines with phase 1 data are being evaluated.
