just make all trains carrying chemicals to have a car that has enough emergency adsorbant for the entire load. and staff with enough people to be able to rapidly deploy them. easy enough. will cost a bit more, but… if we stopped sending all of our money all over the globe we'd have plenty to make safe transport of chemicals a thing. also, pipelines are much safer for this sort of thing, but then the RRs lose $$…
