How is a senator replaced if they leave before end of term?
In the commonwealth, you look no further than the governor's mansion in the event of a U.S. Senate vacancy. Pew Research Center notes that Pennsylvania is among the majority of states that permit the chief executive to name a U.S. Senate replacement in the event of a resignation, death or expulsion.
Unlike cabinet nominees the governor's selection in this case is not subject to a two-thirds confirmation in the Pennsylvania Senate.
According to the National Conference of State Legislatures, the replacement senator fills this role only until the seat is decided during next regularly scheduled general election.
If the senator's term was expiring that year, the general election winner begins a full six-year term. Otherwise this person would serve only the remainder of the unexpired term of the individual they are replacing.
Fetterman is one month into a six-year term while Casey's term ends in 2025.
