now there is just one guy who travels around 15 counties, fixing things only when they break
more money is spent replacing ruined equipment than it would cost to maintain it
but because of the way things are divided up
one group gets praise for "cutting costs"
and another group gets praised for making "capital improvements"
the heads of both get bonuses while the company as a whole loses money
