I understand that people can get swept up into a situation that they don't fully understand and then can be considered to be part of the problem when they are actually a victim of propaganda. In the name of justice, all things should be considered when determining a person's guilt.
ie - if someone is born into a Mafia family and benefits from the crimes committed by their family members, they might not actually be guilty of committing the crimes, but the situation that they find themselves in, makes them benefactors of the crimes that were committed.
But at some point in a person's life, once they have realized the truth of the situation, they must choose a side. Right or Wrong. For that, they are responsible.
