Only one way. Martial Law must be declared. Everything handled under the Code of Military Justice. The military can appoint an 'acting' President (like Trump for instance. The military then cleans out the rot (yes, there will be executions) and then oversee elections when civil law can be restored. When, and under what conditions, can Martial Law be declared? When the current law enforcement apparatus can not or will not enforce the law. Like a new SCOTUS ruling for example
And let's not forget the media rot. It has to be cleaned out as well. Maybe the first cleansing in fact.
