Part of the CIA’s purpose in entrapping Carter Page and George Papadopoulos while they were overseas was that the CIA can then claim this all began INTERNATIONALLY, where they are ALLOWED to operate.
In the Fuddy Hoax, the CIA unashamedly used a US Navy training submarine that had an attached Dry Deck Shelter that could house a SEAL/swimmer Delivery Vehicle while that submarine was assigned to the CIA, to perpetrate a HOAX on American voters (DOMESTICALLY)!
That fraud, faking a commuter airline crash as if it had an engine failure when it didn't, and faking the death of CIA asset "Loretta Fuddy," who procured Barry's forged Long Form Birth Certificate, though she really didn't die, was in part to tie off loose ends, so "Fuddy" could disappear quietly from the public scene while she and her "family" would be paid off by the millions of dollars from a Canadian jet engine manufacturer, Pratt & Whitney Canada.
The FAA helped cover up the hoax and the NTSB wrote a false report, even falsifying evidence within their investigation to hoodwink the world aviation audience. (It's implicitly been proved that no NTSB investigation is trustworthy!
