Precisely. Other anons haven't understood that whilst the person may have earned a doctorate, that alone doesn't entitle them to use the prefix Dr! That is reserved for PhD and Medical Doctors; specifically in the USA. There are some exceptions in the EU and Britain. They are essentially the same or more stringent.
