You have to request a sticky by reporting your own thread (first post), and 'Requesting a sticky please'. This means it'll stay on top of the catalog and not slide down it and disappear after a while.
You'll know if it's been stickied if it has a lock icon on it in the catalog. You can also ask in the Meta thread for a sticky.
