That is not accurate else we would have no financial transactions. Even though they can potentially be remotely altered there are systems that can be programmed that cannot be altered without leaving a record of it. I know because I have built both types of systems in the past. These types of systems are systems of records that are immutable and the way to build it is by being replayable. If everyone resubmitted their vote for whatever reason the results would be 100% the same.
