Identifying people according to ethnicity is the problem, not the solution. No-one can choose where they came from (ethnicity) but everyone can choose where they want to go, to what or which sovereign entity they wish to give their allegiance,. But it requires that soveriegn entity has belief in, and therefore is prepared to enforce, its cultural norms so that those who wish to be part of that entity are assimilated by their own choice into thge prevailing norm. In short, multiculturalism is the problem, not multi-ethnicity.

Multiculturalism doesn't work - I agree 100%. And that;s what is being tried in Europe. Before that. England assimilated many refugees on the basis that they adopted English cultural norms. Now the indigenous population is expected to adopt the culture of immigrants. That is the problem. Hence, it is not about ethnicity - anyone can come (if they fulfil host nation immigration rules) so long as they adopt the host nations's culture. Multiculturalism is the problem not ethnicity. The host nation's culture must always remain the prevailing culture if assimilation of immigrants is to occur.
