You have to view the cabal as a Hydra with many tentacles. Each tentacles has a purpose but many times the tentacles are compartmentalized from one another. Only the head of the Hydra knows all.
Everything is connected at the top of the Hydra. The Hydra may use MOSSAD/CIA to control the us media and make the focus about Russia (a country the cabal/Hydra doesn't control). At the same time the Hydra is using the tentacle of the Chinese military to infiltrate the UN military and then take over US in a faux humanitarian effort. Meanwhile the US public is blind to it because the Mossad CIA tentacles had us concentrating on Ukraine and Russia.
